TUPAD Program Provides Job Opportunities to 7000 Residents

Thanks to the Tulong Panghanapbuhay Sa Ating Disadvantaged/ Displaced Workers (TUPAD) program of the Department of Labor and Employment’s (DOLE) Bureau of Workers with Special Concerns (BWSC), a total of 7,000 Oponganon residents from Lapu-Lapu City will receive job opportunities. 

The first batch of beneficiaries started working on October 12, 2019, will work for ten days. and the program runs until December 12, 2019. TUPAD beneficiaries will also receive PHP 386 for eight-hours every day. According to Radaza, they will choose another set of TUPAD beneficiaries to work in 2020. The representative also allocated a total budget of PHP 20 million to make the program possible.

The workers will assist the Department of the Interior and Local Government (DILG) in cleaning the roads around their area while they document the activities of the beneficiaries. Radaza also announced the Government Internship Program (GIP) for residents aged 15-30 years old. As of this writing, there are currently 129 GIP beneficiaries working in their office.

Previous Developments Under the TUPAD Program

In a related development, DOLE provided a PHP 100 million budget for the livelihood program to assist former Moro rebels through the Integrated Livelihood and Emergency Program (DILEEP), also known as the TUPAD program. Labor Secretary Silvestre Bello III announced this after signing a memorandum with the Office of the Presidential Adviser on the Peace Process (OPAPP).

“This partnership is focused on assisting former rebels to transition into civilian lives, and facilitate their transformation and the six MILF camps into peaceful and productive communities through employment facilitation, and sustainable livelihood assistance,” Bello said.

“Ngayon, to transform itong mga (Now, to transform these) combatants to normal lives and their communities into peaceful communities, our department is willing to share with Sec. Galvez, PHP 100 million for the implementation of the DOLE Integrated Livelihood Program together with the Emergency Employment Program,” he added.

As a part of the agreement, DOLE will also assist the implementation of the Comprehensive Agreement on the Bangsamoro (CAB) Normalization Program through the provision of TUPAD’s emergency employment.

DOLE will also provide employment facilitation programs and services under the GIP and Special Program for Employment of Students to the former Moro rebels. According to Bello, this partnership aims to support the current administration’s agenda of lasting peace and prosperity in the troubled regions of Mindanao through the implementation of sustainable livelihood and employment opportunities which is seen as the solution to end extremism.

The TUPAD program also assisted displaced employees from Star City after a fire gutted the establishment on October 2, 2019. Under the said program, the affected workers will undergo the emergency employment program for two months. DOLE extended a total of PHP 5.5 million for emergency employment assistance.

The Public Employment Services Office (PESO) assisted the labor department by looking for alternative employment options for some of Star City’s displaced workers as a part of its profiling and assessment procedures.
